Management Services

The Management Services Division provides public safety support to residents of Richmond County, as well as to the employees of the Richmond County Sheriff’s Office by ensuring that manpower and material resources are available to all divisions in a combined effort to meet Sheriff’s Office mission requirements.

The Management Services Division is located at 400 Walton Way in the Sheriff’s Administration building, and is under the direction of Captain Sheila White. During business hours, Monday through Friday, 8 am until 5 pm, our Sheriff’s Office receptionist can be reached at 706-821-1000 to assist you in reaching your desired department.

Management Services is basically a support unit within the Sheriff’s Office, and consists of the following sections/units:

  • Administrative Services
  • Human Resources (Personnel and Payroll)
  • Budget and Finance
  • Special Duty Assignments
  • Records Management Division

Administrative Services -- Administrative Services is responsible for processing all citations written by the Agency, as well as all paperwork associated with misdemeanor arrest warrants before forwarding them to the appropriate Court. They also receive, log and distribute all subpoenas received by the Agency. Administrative Services receives, processes, and deposit of all monies received by the Sheriff’s Office. The Administrative Staff is supervised by the Office Manager Mrs. Kathy Beggs.

Personnel Office -- Bonnie Hayes is our personnel administrator, and receives and guides all approved applications through the hiring process.

Payroll Office -- Stephanie Jackson ensures that all Sheriff’s Office employees receive their correct pay every two weeks, by verifying the Etime entries of all employees. They also maintain the personnel files of all employees.

Budget and Finance -- The Budget and Finance Office is supervised by Veronica Freeman. Ms. Freeman is responsible for developing and administering the Agency’s budget – currently $58, 420,730.00. This office is also responsible for the procurement of all necessary equipment and supplies to ensure that all divisions can function to the best of their potential while striving to accomplish the Agency mission.

Special Duty Assignments -- Call 706-821-1743 if you need the services of an off-duty deputy to provide security services for your next event. Sgt.  Barry Morrisonis tasked with maintaining a record of all requests for off-duty deputies, and which deputy is assigned to the task.
