Robert L. Sams born and raised in Augusta, Georgia serves as the Chief Deputy of the Richmond County Sheriff’s Office, bringing more than 19 years of distinguished law enforcement experience to the agency’s executive command staff. Appointed by Sheriff Eugene “Rock” Brantley, he oversees the executive management and daily operations of the Sheriff’s Office. In this role, he ensures the agency’s core values of integrity, service, and professionalism are upheld across all divisions.

A graduate of T.W. Josey High School (Class of 1994), Chief Deputy Sams has built a career defined by strong leadership and a deep commitment to public safety. He began his law enforcement service in 2007 with the Richmond County Sheriff’s Office and later served with the Burke County Sheriff’s Office and the Richmond County Marshal’s Office. These progressively responsible roles provided him with extensive experience in field operations, supervision, and community engagement, preparing him to effectively serve the citizens of Richmond County.

Chief Deputy Sams is currently pursuing a degree in Criminal Justice at Faulkner University, further strengthening his professional expertise with a solid academic foundation. He is a certified Hostage Negotiator and has completed advanced leadership training through the Federal Bureau of Investigation Law Enforcement Executive Development Association (FBI LEEDA). His professional achievements include earning the prestigious FBI LEEDA Trilogy Award, the FBI LEEDA Master Public Information Officer Certification, and graduating from the FBI LEEDA Five Star Chief Executive Institute.

Committed to continuous professional growth and excellence, Chief Deputy Sams holds multiple certifications from the Georgia Peace Officer Standards and Training Council, including his Executive Certification. He is also an experienced ABLE (Active Bystandership for Law Enforcement) Instructor and seasoned Field Training Officer, equipping officers with the practical skills needed to intervene to prevent harm, reduce mistakes, and promote a culture of peer accountability, wellness, and ethical policing. In addition, he is an active member of the International Association of Chiefs of Police, reflecting his engagement with the broader national and international law enforcement community.

Beyond his professional responsibilities, Chief Deputy Sams is married to LaToya Sams and is a devoted family man whose principles of honor, service, and faith guide his life and leadership. An avid reader who enjoys outdoor activities, he is also a proud supporter of the Georgia Bulldogs and the Atlanta Falcons, as well as local school athletic programs demonstrating his strong ties to the community he serves.

Chief Leonard Hart has devoted more than four decades of his life to law enforcement and to serving the citizens of his community with dedication, integrity, and professionalism. His distinguished career began in 1977 when he joined the Augusta Police Department. From the beginning, Chief Hart demonstrated a strong work ethic and commitment to public safety, steadily advancing through the ranks during his tenure and ultimately achieving the rank of Captain.

Throughout his career with the Augusta Police Department, Captain Hart gained extensive experience across multiple divisions. He served in Patrol, where he developed the foundational skills of frontline policing and community engagement. He later worked in Criminal Investigations, handling complex cases and contributing to the department’s investigative efforts. In addition, he played a role in the D.A.R.E. program, helping educate young people about the dangers of drug use and building positive relationships between law enforcement and the community. Captain Hart also served in the VICE unit, where he addressed issues related to illegal narcotics and other vice-related crimes.

In 1996, following the consolidation of the Augusta Police Department and the Richmond County Sheriff’s Office, Captain Hart transitioned to the Richmond County Sheriff’s Office. Recognizing his expertise and leadership abilities, Sheriff Webster appointed him to lead the Narcotics Division. In this role, Captain Hart was responsible for overseeing drug enforcement operations and coordinating efforts to combat narcotics trafficking within the community.

In 2013, Captain Hart returned to the Criminal Investigations Division, where he continued to apply his extensive experience and leadership in support of investigative operations. He served in that capacity until his retirement from the Richmond County Sheriff’s Office in 2014, concluding a long and impactful chapter of service.

After several years in retirement, Chief Hart answered the call to serve once again. In 2025, he returned to law enforcement at the request of Sheriff Brantley, joining the Sheriff’s executive command staff. Today, Chief Hart serves as the Chief of the Management Services Division. In this role, he oversees and supports the administrative and operational functions that keep the Sheriff’s Office running efficiently. His responsibilities include coordinating key support services and ensuring that the agency’s internal operations effectively support the deputies and staff who serve the community.

Chief Hart’s career reflects a lifetime commitment to public service, leadership, and the safety of the community. His decades of experience and continued dedication make him a valuable member of the Richmond County Sheriff’s Office leadership team.

Colonel Clarence Johnson

Colonel Clarence “Bo” Johnson is a lifelong resident of North Burke County and South Richmond County, Georgia, with more than three decades of distinguished experience in law enforcement, public safety, and security operations.

He began his career in 1989 with the Richmond County Sheriff’s Office, serving in the Special Operations and Training Divisions, where he developed extensive expertise in tactical operations, advanced training, and specialized law enforcement functions.

Colonel Johnson further broadened his public safety experience through service with the Richmond County Marshal’s Office and the Georgia Department of Juvenile Justice. He also served as a nuclear security contractor at the Savannah River Site, contributing to the protection of critical national infrastructure.

He later dedicated 20 years to the Federal Air Marshal Service under the Department of Homeland Security. During this time, he served as a member of the VIPR (Visible Intermodal Prevention and Response) Team and as a DHS Law Enforcement Liaison, working alongside federal, state, and local partners to strengthen transportation security and coordinate multi-agency operations. As a Federal Air Marshal, Colonel Johnson also served on the southwest border in Eagle Pass, Texas, during the 2019 humanitarian crisis, supporting federal efforts in a complex and dynamic operational environment. Over the course of his federal service, he completed more than 3,000 successful missions and traveled over 6 million air miles, both domestically and internationally, in support of counterterrorism efforts.

A graduate of all four Federal Law Enforcement Training Centers—Artesia, NM; Cheltenham, MD; Charleston, SC; and Glynco, GA—including the DHS Leadership Academy, Colonel Johnson demonstrates a strong commitment to leadership, professionalism, and continuous development.

His honors include the Law Enforcement Medal of Valor, the National Association of Police Organizations Top Cop Award, Deputy of the Year, and the SWAT Top Gun Award.

Colonel Johnson currently serves as Colonel of the Richmond County Sheriff’s Office, overseeing day-to-day field operations and supporting the agency’s mission of service, accountability, and public safety for the citizens of Richmond County.

He is married to his wife, Karen, and is the proud father of three sons—Billy, Nic, and Noah—who have each served their country and community with distinction through military and law enforcement service.

Major Patrick Young began his distinguished career with the Richmond County Sheriff’s Office in 1980, serving as a Deputy Jailer under Sheriff James G. Beck. The following year, he transitioned to Road Patrol, where he remained until his promotion to Investigator in the Criminal Investigation Division in 1986.

With the consolidation of the City of Augusta and Richmond County in 1996, Investigator Young was assigned to Internal Affairs. During his tenure, he advanced through the ranks to Sergeant and later Lieutenant, demonstrating strong leadership and integrity. He served in Internal Affairs until 2013, when he returned to the Criminal Investigation Division.

In 2017, Young was promoted to Captain, assuming command of the division. His continued dedication and proven leadership led to his promotion in 2021 to Major, where he currently oversees the Criminal Investigation Division. In this role, Major Young directs operations across Property Crimes, Violent Crimes, Narcotics, Intelligence, and the Property Room, ensuring the highest standards of professionalism and service to the community.

Serving within the Special Operations Division, Major Silas has devoted more than half of his distinguished career to specialized assignments focused on strategic enforcement, community engagement, and operational excellence.

Throughout his tenure, Major Silas has played a critical role in strengthening relationships between law enforcement and the community. As the Homeless Task Force Coordinator, he has led collaborative efforts to address homelessness through enforcement balanced with meaningful resource connection, demonstrating a commitment to both public safety and human dignity. His work has been instrumental in building valuable community partnerships and fostering trust across diverse populations.

Major Silas brings a wealth of training and executive-level education to his leadership role. He holds a Master Public Information Officer Certificate from the University of Tennessee and is a graduate of the FBI-LEEDA Trilogy Program, the Northwestern University Law Enforcement Executive Program, and the Georgia POST Executive Management Training program. His extensive professional development reflects a strong commitment to leadership, communication, and progressive policing strategies.

In addition to his law enforcement career, Major Silas has made a lasting impact off-duty through his dedication to youth development. For over 40 years, he has coached Little League baseball, mentoring generations of young athletes and instilling values of discipline, teamwork, and perseverance.

Major Gerald A. Metzler serves as a Major within the Field Operations Bureau (Road Patrol) of the Richmond County Sheriff’s Office, where he provides leadership and oversight for patrol operations across the North Precincts. In this role, he is responsible for supervising personnel, coordinating daily and long-term operational planning, and contributing to the development and implementation of agency policies and procedures.

With extensive experience in law enforcement, Major Metzler brings a strong commitment to professionalism, accountability, and organizational excellence. He plays a key role in guiding supervisory staff, ensuring effective deployment of resources, and maintaining high standards of performance within the Field Operations Bureau.

Major Metzler is also dedicated to leadership development and mentoring, working to cultivate the next generation of law enforcement leaders within the agency. Major Steven Strickland began his law enforcement career with the Augusta Police Department in 1990. Following the consolidation of agencies in 1996, he continued his service with the Richmond County Sheriff’s Office, where he has built a distinguished career marked by leadership, operational expertise, and a commitment to professional development.

During his early tenure in Road Patrol, Major Strickland served as a Field Training Officer, playing a critical role in mentoring and developing newly graduated deputies. Upon promotion to sergeant, he held a variety of assignments, including the motorcycle traffic unit, patrol supervision, and an administrative role within the Planning and Training Division. Notably, in 1996, he was selected as a member of the agency’s inaugural Crime Suppression Team, demonstrating his proactive approach to crime reduction and specialized enforcement strategies.

As a lieutenant, Major Strickland provided leadership across both the North and South Precincts, as well as within the Special Operations Division. His continued advancement to captain saw him overseeing operations in the South Precinct and Special Operations Division, where he managed personnel, coordinated resources, and supported mission-critical initiatives.

Since 2014, Major Strickland has served on the agency’s Command Staff, where he plays a key role in assisting the Sheriff with strategic planning, policy development, and the effective deployment of personnel and resources to best serve the citizens of Richmond County.

Major Strickland is a graduate of the 258th Session of the FBI National Academy and the 76th Session of the Senior Management Institute for Police (SMIP), conducted by the Police Executive Research Forum at Boston University—prestigious programs that reflect his dedication to executive-level leadership and continuous professional growth.

Major Chester V. Huffman, Jr. began his law enforcement career in 1975 with the City of North Augusta, South Carolina. In 1982, he joined the Augusta Police Department (APD) where he attained the rank of Lieutenant and Commander of the Special Operations Bureau – Motorcycle squad, Mounted Patrol squad, Housing Authority squad, Marine Enforcement squad, and SWAT. He also spent time overseeing the Office of Professional Standards (Internal Affairs and Public Information).

In 1996, after the abolishment of the APD, he was promoted to the rank of Captain with the Richmond County Sheriff’s Office. As an Assistant Chief Jailor, he was responsible for the day-to-day operation of the Charles B. Webster Detention Center (CBWDC). During his tenure at the CBWDC, the facility grew from its original 552 beds to a state-of-the-art institution containing over 1,000 inmate beds, an Inmate Processing Center, Medical/Mental Health Housing unit, and a Visitor Center.

Major Huffman is a graduate of Aquinas High School and has earned a degree in Criminal Justice. He attended the University of Virginia at Quantico in 1996, where he successfully completed the F.B.I. National Academy (Session 184). Major Huffman holds P.O.S.T. Managerial Certification as well as Senior Instructor status, with instructor certification in the areas of General Instruction, Speed Detection, Firearms, and Driver Training. Major Huffman has been actively involved in many facets of basic and advanced law enforcement training both at the local and state levels since 1984 and continues to teach.

Major Huffman is currently assigned as the Director of Detention Services with the Richmond County Sheriff’s Office at the Charles B. Webster Detention Center, specializing in the areas of Administration and Detention. His primary focus is budget, personnel, policy & procedure, grants, needs assessment, expansion & renovation, and State and National certification of the Detention Center.

Major White devoted 31 years to the Jail Division, where she rose through the ranks to serve as Jail Division Commander. In this capacity, she oversaw the daily operations of a large-scale detention facility, ensuring the safety and security of inmates, staff, and the public. Her leadership encompassed inmate management, staff supervision, policy implementation, and compliance with state and federal standards, all while managing the complexities of a high-liability environment.

In addition to her operational experience, Major White has demonstrated exceptional financial leadership. She served eight years as Director of Finance and as Commander of the Management Services Division, where she was responsible for overseeing the agency’s budgeting, procurement, and administrative support functions. Her ability to align fiscal responsibility with operational priorities has strengthened organizational efficiency and accountability across the agency.

Further enhancing her qualifications, Major White brings 16 years of experience as a Certified Public Accountant (CPA) Assistant. This background provided her with a strong foundation in auditing, financial reporting, and compliance with Generally Accepted Accounting Principles (GAAP), contributing to her reputation for precision, transparency, and sound financial oversight.

Throughout her career, Major White has been recognized for her ability to bridge the gap between frontline operations and administrative strategy. Her leadership style emphasizes accountability, efficiency, and proactive risk management, ensuring the Sheriff’s Office operates with both effectiveness and fiscal integrity.

With more than 4 decades of dedicated service, Captain Ken Rogers is a veteran law enforcement officer who has built a distinguished career defined by commitment, leadership, and investigative excellence. He began his career on May 1, 1985, with the Richmond County Police Department just prior to its union with the Richmond County Sheriff’s Office in 1986. Captain Rogers’ service continued through the consolidation with the Augusta Police Department in 1996, which became the current Richmond County Sheriff’s Office of today. He learned early on how to adapt to different organizational structures and different leadership styles, which proved to be a valuable asset in his life-long career.

Captain Rogers began his law enforcement career, straight out of high school, as a road patrol deputy and served in that capacity for approximately 9 years, gaining extensive frontline experience.

In June 1994, he was promoted to Violent Crimes Investigator. That same year, he was recognized as Investigator of the Year for the department. That award was an early reflection of the skill, dedication, and impact of what was to come over the next ten years of service as an investigator.

From 2004 to 2011, he served as Investigative Sergeant over the Property Crimes Division, where he supervised investigators, managed complex cases, and provided leadership during major investigations. In 2011, he returned to Violent Crimes as a senior investigator and continued to handle serious and high-profile cases through 2025.

In January 2025, he was appointed to the rank of Captain, assuming command over the Criminal Investigations Division (CID), which includes Property Crimes, Violent Crimes, Financial Crimes, Sex Crimes, the Gang Unit, and the Intelligence Unit. In this current role, he oversees daily operations, provides strategic leadership, supports investigators across multiple specialties, and ensures effective case management.

Captain Rogers has completed a vast number of specialized training programs related to investigations, law enforcement best practices, and professionalism. As a member of the Richmond County Sheriff’s Office Command Staff, he remains committed to serving as a vital liaison between Command Staff, officers, and the community. His career stands as a testament to his dedication and a lifelong commitment to law enforcement and the Augusta-Richmond County community.

His leadership blends tactical precision with compassionate outreach, setting a high standard for ethical enforcement and team unity.

Throughout his career, Captain Woods has held pivotal roles including Sergeant, Lieutenant, SWAT Team member, and DEA Task Force Officer, bringing a wealth of operational experience and strategic insight to every assignment.

Beyond law enforcement, Captain Woods is a certified life coach, a licensed Georgia master barber, and a motivational speaker known for inspiring transformation both inside and outside the uniform. He earned the rank of Eagle Scout in 1992 with Troop 504 of Tabernacle Baptist Church, a testament to his lifelong commitment to service, leadership, and community values.

Captain Danny Whitehead serves as the North Precinct Commander for the Richmond County Sheriff’s Office, where he leads patrol operations within the Field Operations Bureau and ensures the delivery of professional, community-focused law enforcement services across Augusta–Richmond County.

With nearly 30 years of law enforcement experience, Captain Whitehead brings a depth of knowledge and leadership shaped by extensive education and training. He holds a Master’s Degree in Public Safety Administration from the prestigious Executive Command College at Columbus State University, a Bachelor of Science in Criminal Justice from Thomas University, and a Professional Management Program (PMP) Certificate from Columbus State University. He has attended and completed Georgia P.O.S.T. Supervisory and Management Training, His career is further supported by more than 3,400 hours of specialized training, to include critical incident management and emergency response.

Throughout his career, Captain Whitehead has played a key role in advancing operations and innovation within the agency. He has served as Mobile Field Force Commander, managed the agency’s Drone Program, and acted as both the Flock Safety Administrator and GCIC Terminal Agency Coordinator. More than half of his law enforcement career was dedicated to serving in a diverse range of roles within the Special Operations Division.

His leadership has contributed to the development of proactive patrol strategies, the implementation of district-based policing, and the creation of the Serious Traffic Accident Response (STAR Team).

In addition to his operational responsibilities, Captain Whitehead is a certified Georgia P.O.S.T. Instructor and active member of the Peer Support Team, reflecting his commitment to mentorship and officer wellness. Captain Joel Danko began his law enforcement career in 1997 as a jailer at the Richmond County Jail. After completing the Police Academy Mandate Class in 1998, he began working road patrol in the North Precinct. A few years later, he became a Field Training Officer (FTO) and transferred to the night shift.

In late 2005, Captain Danko transferred to the Traffic Division Motorcycle Unit and was promoted to Investigator in the Narcotics Division in 2006. In 2009, he was assigned to the Drug Enforcement Administration (DEA) as a Joint Task Force Officer.

He was promoted to Sergeant in the Narcotics Division in 2016 and joined the Sheriff’s Office Special Weapons and Tactics (SWAT) Team in 2018. In 2019, Captain Danko was promoted to Lieutenant in the Narcotics Division.

In 2023, he was promoted to Operations Captain at the Charles B. Webster Detention Center. Since then, he has served as Captain of the Criminal Investigations Division (CID), the Special Operations Unit, and the Narcotics Division. He currently serves as Captain of Field Operations for the South Precinct Road Patrol and as a member of the SWAT Team.

Captain Danko’s professional law enforcement achievements include attending the prestigious 10-week National Academy Class 282 training program at the Federal Bureau of Investigation (FBI) in Quantico, Virginia, in 2022; graduating from the Columbus State Professional Management Program (PMP) in 2024; and earning the FBI Trilogy Award in 2025.

Captain Scott Redmon brings 39 years of experience in law enforcement, with his career centered on public safety service within Richmond County, Georgia. He has dedicated 35 of those years to the Richmond County Sheriff’s Office, where he currently serves as Commander of the Traffic Division.

As Commander of the Traffic Division, he is responsible for leading and developing personnel dedicated to reducing traffic-related injuries and fatalities through strategic enforcement, education, and data-driven deployment. His purpose is to enhance roadway safety, ensure equitable and professional traffic enforcement, and promote public confidence through proactive leadership, accountability, and operational excellence. He is committed to supporting his personnel, strengthening interagency partnerships, and implementing innovative traffic safety initiatives that protect the community and save lives.

His leadership supports the Sheriff’s Office’s broader mission to maintain public order, enhance roadway safety, and strengthen community trust. In this role, he also serves as a critical link between command staff and field operations personnel, ensuring organizational directives are effectively implemented at the operational level.

In addition to his operational responsibilities, Captain Redmon serves as the agency’s Honor Guard Commander. He leads and coordinates funeral honors for officers killed in the line of duty, ceremonial services for active and retired officers, and extends these honors to members of other law enforcement agencies when requested. His responsibilities also include representing the agency at memorial ceremonies and coordinating the presentation of colors at official events. Captain Redmon has been recognized by the United States Department of Defense as an authorized provider in the Military Funeral Honors Program.

Captain Redmon earned an Associate Degree in Criminal Justice from Georgia Military College and completed the Professional Management Program at Columbus State University. He is a recipient of the FBI-LEEDA Leadership Trilogy Award, having successfully completed the Supervisor Leadership Institute, Command Leadership Institute, and Executive Leadership Institute. He also holds the Georgia POST Supervisory Certificate and Management Certificate.

A certified Law Enforcement General Instructor, Captain Redmon has completed more than 4,000 hours of POST training, reflecting his continued commitment to professional development and leadership excellence in law enforcement.

He began his career in 1994 with the Augusta Police Department and continued his service with the Richmond County Sheriff’s Office following consolidation in 1996, where he was initially assigned to Road Patrol.

Throughout his career, Captain Hitchcock has demonstrated a strong commitment to proactive enforcement and specialized operations. He has served with distinction on the DUI Task Force and the Crime Suppression Team, where his leadership and performance led to promotions to corporal and later sergeant.

In 2015, he was promoted to lieutenant and returned to Road Patrol as a Zone Commander, overseeing patrol operations and supervising personnel in the field. In 2021, he transitioned back to the Special Operations Division, where he continued to build upon his extensive tactical and leadership experience. In 2025, he was promoted to captain and now leads the Special Operations Division, overseeing critical functions and specialized units that support the agency’s mission.

Captain Hitchcock has been a dedicated member of the SWAT Team since 1996 and currently serves as the Assistant Commander, playing a key role in tactical planning, training, and high-risk operations.

He earned his Bachelor’s degree from the University of Georgia in 1993 and later completed the Executive Command College Program at Columbus State University, where he obtained a Master’s degree. Captain Hitchcock remains committed to professional excellence, leadership development, and the continued advancement of public safety within the Richmond County Sheriff’s Office.

She began her career with the Richmond County Sheriff’s Office in May 2004 following eight years of honorable service in the United States Army, where she developed the discipline, leadership, and commitment to service that continue to guide her career in public safety.

Throughout her tenure with the Sheriff’s Office, Captain Harrell has served exclusively within the Jail Division, building extensive knowledge and expertise in correctional operations. She possesses working knowledge of every POST assignment within the detention facility and has gained comprehensive, hands-on experience in all aspects of jail management, inmate supervision, and detention operations. Her broad operational experience allows her to effectively manage the complex challenges associated with modern correctional environments while maintaining a strong focus on safety, accountability, and professionalism.

Rising steadily through the ranks, Captain Harrell has completed numerous leadership and professional development certifications with a focus on law enforcement leadership and correctional management. Her training and experience have equipped her with the skills necessary to mentor personnel, lead operational initiatives, and ensure administrative excellence within the division.

Captain Kenneth Daniels is a dedicated law enforcement professional with the Richmond County Sheriff’s Office, where he has proudly served the community since 2008. Throughout his career, Captain Daniels has gained extensive experience across several critical areas of law enforcement, including Detention Services, Uniform Patrol, and Criminal Investigations.

Currently serving as the Captain of Operations within the Detention Services Division, Captain Daniels is responsible for overseeing and directing the daily operations of the Detention Center. In this role, he ensures the safety, security, and efficient management of the facility while supervising personnel, coordinating operational activities, and maintaining compliance with established policies and procedures.

Captain Daniels’ diverse background and operational leadership experience have equipped him with a comprehensive understanding of both detention management and field operations. Captain Scott D. Gay is a seasoned law enforcement leader with more than three decades of dedicated service to the Richmond County Sheriff’s Office. Since beginning his career in 1990, he has built an extensive and respected legacy across multiple operational and leadership roles, with a primary focus on Advanced Services and Special Operations.

Captain Gay spent 27 years assigned to Special Operations, where he played a critical role in enhancing public safety initiatives and advancing specialized enforcement strategies. Throughout his career, he has held numerous key leadership positions, including Captain of Court Services, Captain of Special Operations Division, Captain of Field Operations, and Narcotics Commander. His operational experience also includes serving as Commander of the Crime Suppression Team, DUI Task Force, and Weed and Seed initiatives, as well as roles as Patrol Sergeant, Hit and Run Investigator, Traffic Division member, Patrol Officer, and Communications Officer.

A recognized leader in large-scale operations and emergency response, Captain Gay has served on the Emergency Operations Command Staff and as a Major Events Coordinator. He contributed to high-profile and complex incidents, including the G-8 Summit (2004) in Sea Island, Georgia, the Graniteville train accident (2005), and Hurricane Katrina response efforts, where he served as Deputy Incident Commander of Law Enforcement in Jackson County, Mississippi. He has also been involved in national initiatives such as Operation Falcon III and IV and remains an active member of the Georgia Emergency Operations Command Staff.

Captain Gay is a graduate of the prestigious FBI National Academy (Session 247) in Quantico, Virginia, and has completed advanced training through the Georgia State Patrol and the National Center for Spectator Sports Safety and Security. His professional affiliations include collaboration with the Safe Communities Coalition, Georgia Emergency Management, the Office of Homeland Security, and the FBI.

In addition to his operational leadership, Captain Gay has made significant contributions to law enforcement training and education. Since 1996, he has served as an instructor at the East Central Georgia Regional Police Academy, teaching accident investigation, traffic direction and control, emergency vehicle operations, and speed detection. He also contributed to the re-write of the Basic Radar Course and continues to hold Georgia P.O.S.T. Supervisory Certification.

Captain Gay is also a dedicated public speaker, having addressed civic organizations on topics such as Homeland Security, DUI awareness, and spectator sports safety. His career reflects a strong commitment to leadership, training, and the continuous advancement of public safety practices within both local and national law enforcement communities.

Captain Omar Rouse began his distinguished law enforcement career in 2005 with the Richmond County Marshal’s Office. Prior to entering law enforcement, he honorably served eight years in the United States Marine Corps, including four years on active duty and four years in the reserves while concurrently serving with the Marshal’s Office. He attained the rank of Corporal (E-4) and was stationed with the 3rd Marine Aircraft Wing (3D MAW), Marine Air Control Group 38 (MACG-38) in Miramar, California. In 2003, he deployed to Kuwait and Iraq in support of Operations Enduring Freedom and Iraqi Freedom

Captain Rouse holds an Associate Degree in Criminal Justice and a Bachelor’s Degree in Business Management. He is a certified Georgia P.O.S.T. Instructor with specialized certifications in Use of Force, Defensive Tactics, TASER, Gracie Survival Tactics, and Firearms. He also serves as a Crisis Negotiator and Public Information Officer for the Richmond County Sheriff’s Office.

Demonstrating a strong commitment to professional growth and leadership development, Captain Rouse has completed extensive training in supervision and management. He holds Georgia P.O.S.T. Supervisory, Management, Intermediate, Advanced, and Executive certifications. Additionally, he completed the 12-month Augusta-Richmond County Government First Line Management Certification Program in partnership with Aiken Technical College, as well as the FBI–Law Enforcement Executive Development Association (FBI-LEEDA) Supervision Trilogy. Captain Rouse is a graduate of the 295th Session of the FBI National Academy, an intensive 10-week program conducted at the FBI Training Academy in Quantico, Virginia. The FBI National Academy is widely recognized as one of the premier leadership training programs for law enforcement professionals worldwide, with less than one percent of officers having the opportunity to attend.

Currently, Captain Rouse serves as Commander of the Community Services Division. In this capacity, he oversees programs designed to strengthen partnerships between the Richmond County Sheriff’s Office and the community. His responsibilities include community outreach initiatives, youth engagement programs, senior safety education, and active collaboration with neighborhood associations.

Captain Rouse is deeply committed to public service and instruction. He takes great pride in mentoring youth, educating the community, and serving as a professional law enforcement instructor.

Captain Glen Rahn has served with the Richmond County Sheriff’s Office since 1997 and currently serves as the Commander of the Office of Professional Standards and Training. In this role, he oversees the agency’s training programs, professional development, policy management, leadership development, accreditation initiatives, and internal accountability efforts. He is responsible for ensuring deputies receive quality training while maintaining the highest professional and ethical standards throughout the organization.

Throughout his career, Captain Rahn has served in a variety of operational and investigative assignments, including Road Patrol, the Crime Suppression Team, Violent Crimes Investigations, the FBI Safe Streets Gang Task Force, Internal Affairs, and Professional Standards and Training. These assignments have provided him with extensive experience in criminal investigations, proactive crime reduction, multi-agency operations, policy development, use-of-force oversight, and organizational leadership.

Captain Rahn has developed and implemented numerous agency-wide training and leadership initiatives, including supervisory development programs, Active Bystandership for Law Enforcement (ABLE), field training programs, and professional standards training. He remains committed to building future law enforcement leaders through mentorship, accountability, and continuous professional development.

Captain Rahn earned a Bachelor of Arts in Sociology from the University of Rhode Island and is a graduate of Columbus State University’s Professional Management Program, where he received a Certificate in Public Safety. He holds Georgia Peace Officer Standards and Training (POST) Council Basic, Supervisory, Managerial, Intermediate, and Advanced Career Development Certifications.

Lieutenant James Kelly was born and raised in Arizona, where he developed a strong foundation of service, discipline, and commitment to community. His law enforcement career began with his service in the United States Army Military Police, where he gained valuable leadership experience and professional training that would later shape his career in policing.

Lt. Kelly’s military service ultimately brought him to Augusta, Georgia, in 1999. Following his honorable departure from the military, he continued his commitment to public service by joining the Richmond County Sheriff’s Office in 2002.

Throughout his tenure with the agency, Lt. Kelly has served in a wide range of specialized and operational assignments, including Road Patrol, the Criminal Investigation Division, the Homicide Division, the Crime Suppression Team, the SWAT Team and the K9 Unit. His diverse experience has provided him with extensive knowledge in patrol operations, investigative work, tactical response, and proactive crime reduction strategies.

Lt. Kelly currently serves in the Internal Affairs Division, where he is responsible for ensuring professional standards, accountability, and integrity within the agency. In addition to his administrative responsibilities, he serves as the Commander of the agency’s SWAT Team, overseeing tactical operations, specialized training, and high-risk incident response.

With over two decades of law enforcement experience, Lt. Kelly remains dedicated to professionalism, leadership, and the continued safety of the community he serves.

Anita R. Bamberg, Executive Assistant to Sheriff Eugene Brantley at the Richmond County Sheriff’s Office. She has more than 30 years of dedicated service to the citizens of Richmond County since beginning her career in 1991.  Ms. Bamberg has supported operations within Augusta–Richmond County’s judicial system including State Court, Juvenile Court, and the Solicitor’s Office. She previously served as Assistant to the Honorable David D. Watkins, Judge of State Court. Where she provided administrative and operational support to help maintain the court’s efficiency and daily functions.

In her current role, Ms. Bamberg provides dependable executive-level assistance, supports organizational operations, and contributes to leadership initiatives. She truly values the opportunity to serve at the Sheriff’s Office and takes great pride in helping and supporting the citizens of Richmond County, reflecting her sincere commitment to public service and her appreciation for the community she serves. 

Guided by her faith and love for the Lord, she approaches her work with humility, gratitude, and a sincere commitment to serving others, reflecting the spirit of Galatians 5:22–23: “But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith, meekness, temperance,” which continues to inspire her service and dedication to the community.

Ailayah's professional journey began in the EMS-GT field, where she spent approximately five years caring for and transporting patients during vulnerable moments. That experience strengthened her compassion, resilience, and commitment to serving others.

Following her time in EMS-GT, Ailayah worked at the Tax Commissioner’s Office for approximately five and a half years, where she gained valuable experience in public service, organization, and administrative operations.

Today, Ailayah serves as the Administrative Assistant to Chief Deputy Robert Sams at the Richmond County Sheriff’s Office. In this role, she ensures the Chief Deputy’s schedule is organized and running smoothly while also making sure he is fully prepared for high-level meetings and daily operations. Her ability to lead with professionalism, organization, and integrity not only supports the Chief Deputy but also reflects the high standards of the Richmond County Sheriff’s Office as a whole.

Ailayah Smalley is a devoted wife and proud mother of three children who has a deep passion for serving and supporting others. With a natural heart for people and community, she has built both her personal life and professional career around helping those around her and making a positive impact wherever she serves.

Ailayah is currently continuing her education at Faulkner University, where she is pursuing her Bachelor’s Degree in Criminal Justice. Ailayah’s goal is to continue growing professionally while making a meaningful impact in my community and the field of public service.
